Miley Cyrus will finally be legal …….to buy cigarettes on November 23.  The superstar will be 18 and  she’s already got plans to celebrate the big milestone.

“[My family and I] need time to all be together.  I’m not going to go crazy; [just] have a fun party and then maybe take a vacation with my family…because that would be really cool,” Cyrus tells MTV. “So that would be rad if we could all go to the beach or something…I have to be near the water and I love doing scuba and going out and being on a boat.”

I’m thinking Maui sounds perfect.  But then, she’s not legal to drink there.  Maybe she should take the family somewhere foreign and exotic.  I’m also wondering if Billy Ray and Tish are going to be civil so that they can celebrate together?  What do you think? Will Miley be having separate birthday parties already?
